Yorktown is the county seat of York County, but it is unincorporated rather than a city. Permits, inspections, and setbacks come from York County's building office, which runs on a different process and fee schedule from the independent cities across the water. That distinction is the first thing to establish when you are comparing quotes.
The second is which Yorktown you are actually in. The historic village along Main Street and Water Street is very small and sits inside or against Colonial National Historical Park, with the constraints you would expect. The vast majority of Yorktown addresses are York County subdivisions built from the 1970s through the 2000s, which are square, predictable, and much simpler to work in. If you are in the village proper, say so early, because it changes everything.
For the subdivisions, the job looks like any suburban build of that era: floor plans that close the kitchen off, panels that vary by decade, and foundation type deciding whether a plumbed island is a small addition or a concrete job. County lot sizes are an advantage, giving us room for a dumpster and on-site staging rather than daily deliveries. One local factor worth planning around is the Coleman Bridge, the double swing bridge carrying Route 17 across the York River and the only public crossing of it. It stays closed to river traffic weekday mornings from 5 to 8 and afternoons from 3 to 7, but outside those windows an opening can hold up traffic, so deliveries get scheduled with that in mind.
